It is intimated that PCDA(P) Allahabad circular No. 555 dated 04 Feb 2016 has been issued based on the Govt of India, Ministry of Defence letter No. 12 (1)/2014/D(Pen/Policy)-Part-II dated 03 Feb 2016 regarding One Rank One Pension to the Defence Forces personnel. In accordance with ibid letter, the Govt has authorised the Pension Disbursing Agencies to revise the pension/ family pension of all eligible defence personnel without calling any application or any other authorization. Therefore, issuance of revised/ corrigendum PPOs for payment of revised rate of pension/ family pension is not required.

    My humble suggestion to DESA is as follows.Please do not mind and forgive me if I am wrong or suggesting an impossible matter.
    The Indian Navy should have its own pension disbursing office in INS Tanaji.
    A group of 100 well trained writers ,with minimum qualification BSc computer science , MCA or of Bcom qualifications,after proper training are to be employed in that office.It is highly essential they are recruited and trained Naval personnel in uniform.The Naval pension office should directly function under a Naval Officer who should be a well trained charted accountant in Pension policies.His rank should be equal to the Secretary Rank at par with an IAs officer..Navy’s pension disbursing office should be equiped with computers ,with well connected network to the pension paying banks across the indian subcontinent.
    The Zilla sainik board can act as a mediator in dealing with pensioners queris.Why PCDA and CPPCs in between.We can fight a war across the border and why not a separate one more office.We should get rid off this PCDA and CPPC who are not in the reach of we poor veterans.

      Certain reforms in pension disbursal is underway. One of them is to have a direct pension disbursing system, wherein the CDA will transfer the pension directly to pensioners. Navy may lead a pilot project in this direction

    Sir in the absence of a revised corrigendum/ppo there are many mistakes committed by banks and disbursing authorities. for example my revised pension is not according to my category of group. Banks are not aware of it. My group has changed by the bank and the revised pension they have calculated according to their wish. I am going to write to nave-pen on this regard. Banks are so irresponsible and a pensioner do not have any statement to verify his account and credit. My revised pension basic is 10480 and bank is calculating my pension on a basic of 8740. This is totally embarrassing. The authorities requested to make arrangements to monitor the banking pension system and correction required whenever mistakes are found. Generally a pensioner accept the amount paid by the banks. He has no choice. Because there is no documentary evidence to question the bank. Request the authorities to find a solution to it. The best method is to issue a corrigendum ppo in this regard.

    I retired from Indian Navy 30/6/1994 as a CHME after 15 year of service.But my basic is 6079 where as it is supposed to be 6470. I think they r giving c grade.So what is to be done

    Dear Sir, Kindly refer your trailing mail. PCDA Cr. 555 dated 04 Feb 2016 it is amply clear and PDA will oblige in this specific circumstances but it is not all.  Earlier also whenever there was any change in pension status such as fixation of RANK PAY etc.a fresh revised PPO was issued.  A revised PPO is required by ESM for authenticating his PENSION amount in PPO for financial commitments such as for obtaining loan, in case of ESM demise pension fixation for dependents etc. It has far fetching concern. Therefor the subject be reconciled from ESM prospective and a revised / Corrn.PPO be issued timely. Best of regards. LT CDR (RETD) A K SinhaP No. 001977 T
