Implementation of OROP

2 Mar

Dear Veterans,

Government vide notifications dated 07 Nov 15 and 03 Feb 16 has promulgated the orders along with revised pensions under the OROP scheme. The detailed modalities have also been promulgated vide PCDA (Pensions) , Allahabad circular no 555 dated 04 Feb 16.

During a meeting chaired by Secretary/ Dept of Ex-Servicemen Welfare, the salient irregularities on OROP tables (noted on preliminary examination) were highlighted by the Services and the representatives of the recognised veterans assocaitions. Accordingly, Pension Disbursing Authorities (PDAs) have been instructed to credit the revised pensions by 31 Mar 16, post verification of the pensioner through “Bio metric attendance System” using Aadhaar card, physical attendance at the bank, or attendance using http://www.jeevanpramaan.gov.in, where applicable.

In addition, it is also requested that veterans may confirm with their PDAs that their respective PPOs are complete in all respects. In case any data is incomplete, the same may be informed to Naval Pension Office (NAVPEN) so as to enable the concerned authorities to initiate suitable action for updating the PPOs.

The information of Govt notification on OROP and OROP tables issued on 03 Feb 16 has been uploaded on Indian Navy website.

It is requested that this may be given wide publicity including to family pensioners

      Dear Veteran,
As per the Department of Ex-Servicemen Welfare (Ministry of Defence) notification 12(1)/2014/D(Pen/Pol)-Part-II dated 07 Nov 15, personnel who opt to get discharged on their own request, would not be eligible for OROP, and this would be effective prospectively. Various issues related to OROP are presently being looked into by ‘One Man Judicial Commission’, appointed by the Govt of India. Whenever any official communication in this regard is received, the same will be communicated through DESA blog/ DESA e-newsletter.

        Dear Sir

I have visited CPC SBI RO Kolkata and CPC Belapur Navi Mumbai, between Dec 2015 and Feb 2016, when taken quarry, the stuff said they are not having clear Idea as what to pay and how and whom to pay with related to various tables issued and my PPO issued, Have also taken copies of Circular 555 and other Govt orders but the attending stuff simple said with no acceptable information.
The variety of different Rank in relation to Navy is not understood by them and formally said as they know Army ranks and if so they may try to do some help.

The Bank stuff are not at all familiar with the system of Ranks and thereby not adjusting any Payment OROP , 7 CPC etc, even circular 551, 442 for me was not given any clarity as how much is my entitlement. I do granted for disable pension, but payment of arrears not received for PRE 2006 released sailors , ex Navy. No Statement of entitlement provided by the Bank. I feel NPO Should function with the retired personnel pension and update PPO, Banks are of no use and thereby causing lots of harassment.

DOR 31.01.2005 EX CHSWA No 193013T,

Pension at SBI Chandannagar Hooghly ,

Have also updated my records with Naval Pension Cell

        Cell No 0 9903039217 Kolkata

        Thanks
