VSF AGM at Mumbai

Dear Veterans,

I am happy to inform you all that the 6th AGM of VSF is being held on 21 September 2014 (Sunday) at Naval Pension Office, CABS, Mumbai. The event was previously planned at the same location in Apr 14, which had to be postponed for unavoidable reasons.

Many of you had forwarded the agenda points previously. Additional points, if any, are to be forwarded by 20 Aug 14.

We would also request all members to inform us of your participation in the AGM so that suitable administrative arrangements can be made.

    Sir, I have a suggestion regarding Railway Pass For EX-Servicemen at least once in three years for all India tour. This would have a very positive impacts on the morale of Ex-Service personnel.     Dear Sir,
    I am retired Lt. Cdr Binod Bisht (85107Z). I took premature retirement in July 2006. After retirement, I lost my wife due to a chronic disease. Later on I got remarried and applied for ECHS smart card for my present wife, on submitting all the required documents including surrender certificate for the card issued to my late wife. Since I am based at Ghatkopar Mumbai, all these documents were submitted at ECHS Center Mankhurd Mumbai in December 2012. After continuous follow up with the office for issue of the card, in December 2013 (after one complete year) I was told that the documents have been misplaced during transit from ECHS Mankhurd to further destination, hence I need to reapply. I reapplied immediately, in December 2013, quoting reference of old application , and the documents submitted with that one.

    The smart card is still awaited in the month of August 2014.

    Sir, besides life time pension to self and spouse, the ECHS smart card is a very significant and useful facility to a retired person. May I request the following the following queries:

    1. Is there any time frame for issuing the ECHS cards on submission of application to local station HQ?
    2. Is there any escalation matrix for follow up, in case the card is not issued in time? Because, when ever I call the Mankhurd ECHS, I get a standard reply : “Card is in process, not yet received”. They do not share the contact details of any other authority for further clarification.
    3. Is there ny body accountable for issuing the cards in time or clarifying the issue to the satisfaction of the effected veterans.

    Sir, seeking help of the forum to get the ECHS card at the earliest or at least the status of the card or reasons, if any, for such an abnormal delay.

      Sorry for the delay in response. The issue is being forwarded to Director ECHS for necessary clarifications.
