SALE OF CARS TO ALL RANKS THROUGH CSD

The Decision to stop the sale to all ranks upto 31 Aug 11 was taken by QMG Branch due to inadequate budget allocation to CSD for FY 2011-12. The situation is yet to improve and allocated budget is only sufficient to cater for purchase of Grocery and Liquor. CSD has taken up a case with MoD for allocation of additional funds and outcome is awaited. Thus, status quo on this subject will be maintained. Special sanction will be given by QMG on case to case basis.

    The Ex-Rects who are in receipt of disability pension are entitled for employment under Priority and they are however eligible to avail canteen facilities?

    All vehicles is purchas in cash not on lon so budget is not req.as Bank Draft is submiting to CSD and CSD is giving sup.not to diler . Entitled personnel should be asked to pay amount due by 2 Bank Drafts ie, one part payable to the Dealer and the second payable to CSD to cover theie element.

      issue is not so simple. govt restrictions on csd budget allocation. entire money cannot be given for puchase of cars alone.

    No logic supports this act on the part of QMG’s Branch except that they are trying to make a centralised arrangement for collection something extra under the table from both buyer & Manufacturer. Corruption is every where & why this opportunity should be lost?

    I have been to QMG Branch. They have opened a separate car cell. Now sale of cars will be only through QMG branch. Direct sale through CSD Depot has been indefinitely stopped although they have not said so in writing.
    Applications are just lying here and there and many of them, sent through civil post, are thrown in the dustbin. There is no date wise record of applications received in the QMG Branch or the one that have been rejected, reason for rejection , etc. Also, there is no transparency in the allotment procedure. Nothing has been made public. Sanction is given only to higher officers or those who have some links. After that, if some cars are still left, they are alloted as per some priority. They don’t attend the civil phone numbers at all. QMG will wake up only when somebody goes to court or ask of allotment information through RTI.
    In todays world, at least they should have opened a web site through which all the entitled personnel can apply online, see the status of their application and also change the choice of car/model/ Depot, whenever required. Many new cars/ models are launched and purchase through CSD may take months ….customer choice is bound to change. I hope QMG will wake up.

    The cars via CSD is not going to give moral relief. to defense personals! It will cater to more pollution as all defense personals and their families are already living under pollution, inhaling dirty oxygen and consume contaminated food, water intoxication from environment. In cities there is no place to drive the cars and petrol prices are high. It is safe to travel in buses, train & two wheeler to cover short distances to reach bus and train. The car will not boost moral values of the defense personals. But selling the donated copyright of the wall hanging by a veteran Sailor bearing the message of Peace Manifesto via CSD for merely Rs.50/- each will boost the moral value of the defense personals and give relief among all of us for happiness.

    Human urge towards materialism need to be balanced by Moral values to reduce Global warming .Otherwise we all continue to inhale dirty oxygen and consume contaminated food, water intoxication from environment to make our living more worst.

    We believe that the CSD will think now that how to boost moral values among defense personals by referring with commodore Kumar, VSF vice Chairman,chankiyapuri, New Delhi in selling wall hanging bearing the message of Peace Manifesto for merely Rs.50/- each instead of cars in lacs.

      Dear Mr Karunakaran,

      Pl for God sake leave all these moral lessons. These lessons are good in books only. I’m not against selling wall pictures through CSD but sale of cars is another issue. It is the need of the hour and not the show off. After all it is the hard earned money through which we people buy our basic necessities. This type of pooling is not possible in cities like Chandigarh. It may be possible in Delhi or Mumbai. So we urge / request the authorities to look after the issue of Sale of CArs through CSD on priority.

      Few services like CSD which is offered by Defence services should broought under civil jurisdiction and RTI umbrella. Because more ex- servicemen than serving employees are using CSD facilities. It may be appreciated that QD canteen is earning and using for their own purposes are signifacantly contributed by ex-servicemen. Further details of persons purchased car through CSD should be displayed inQMG branch website

    It is really surprising when individual is paying the amount to the Dealer then question doesn’t arises for insufficient fund with CSD if we talk about the concession of tax which is provided by Central Govt as Mr. Jaiprakash Narain has mentioned………………………

    I am also making so many calls to CSD depot since Apr 2011 regarding the uplift of this ban but they are also helpless to reply because this decision is to taken from higher end. .

    Where is the question arise for allocation of funds to sell the cars through CSD canteens, as the intended purchaser would directly pays the amount to the dealer. the CSD is, in fact, absolutely not incurring/involving funds transfer/or incurring any budget allocation?? it is surprise to note this rule for stopping

    Dear DESA,

    This situation with CSD is shocking. Since we pay upfront, there is no reason for inadequacy of funds. The Service Headquarters should bring about a change in the modus of purchasing vehicles through the CSD. Entitled personnel should be asked to pay amount due by 2 Bank Drafts ie, one part payable to the Dealer and the second payable to CSD to cover theie element.

    The CSD can use payment made to them to pay for Cosmetics or whatever!!

    Would appreciate if you could bring this view to the notice of CNS & his PSOs.

      desa team placed on notice board the info nrecieved at our end. facts are known to army the best. i am sure army qmg branch have explored all options !!!!! i am sure you all read pac chairman calling service chiefs on canteen sales after cag report!!! even cns siezed of the issue. tha same was discussed during navy foundation agm at chennai. good news is that incs kochi already tied up for car sales.similiar ly other out lets of incs are likely follow suit. only issue is taxes are state subject and vary from state to state!!!
